PUBLIC CONSULTATION

INTRODUCTION

Cove Bay Developments invites members of the public, neighbouring residents, businesses, landowners, community stakeholders and public bodies to participate in this virtual public consultation for the proposed Plymouth Peninsula development in Plymouth, Tobago.

This consultation has been established to share general information about the project, outline its anticipated short and long-term impacts, explain the mitigation measures intended to be implemented, and present wider local investment initiatives that Cove Bay Developments intends to pursue in the near future. It also provides an opportunity for the public to comment on the project and submit feedback for consideration as the development moves forward.

ABOUT THE PROJECT

Plymouth Peninsula is a proposed mixed-use residential and hospitality development by Cove Bay Developments, located on a 4.5-acre coastal site in the village of Plymouth, north-west Tobago. The site is elevated more than 10 metres above sea level and overlooks Back Bay beaches (Lover’s Retreat) and the Caribbean Sea.

The development is centred around two main residential buildings, Oceanside North and South, which will hosting twenty-five apartment residences and associated amenities within each building which include - a spa, fitness suite, cinema, meeting rooms, tropical courtyards and rooftop leisure spaces . Externally, the amenities will include a beach club, landscaped gardens and a boardwalk which surround the two main buildings and connect residents/visitors to different areas of the development.

Complimenting the Oceanside buildings and amenities will be a small cabin hotel development, comprising of three sleeper cabins and one lounge/reception cabin. The cabins will allow guests to experience a combination of integrated smart technology with traditional Caribbean architecture and interiors.

Plymouth Peninsula the project aims to be a new contemporary Caribbean destination shaped by its unique architecture, landscape and local hospitality.

Cove Bay Developments is also in strategic partnership with Valor Hospitality Partners who will manage and operate Plymouth Peninsula Tobago upon opening, reflecting the project’s long-term hospitality ambition and broader contribution to Tobago’s visitor economy.


DEVELOPMENT VISION

The vision for Plymouth Peninsula is to create a new, design-led destination in Tobago that brings together architecture, landscape, hospitality and coastal living in a way that responds to the character of the peninsula and the wider cultural identity of the island/s. The development will integrate the surrounding natural landscape, panoramic views and contemporary architecture to form a new address and community within Plymouth.

At the same time, Cove Bay Developments recognises that the project sits within an existing community and coastal environment. For that reason, the consultation process is intended not only to present the development, but to gather views on how the project and its associated initiatives can support wider local regeneration and long-term economic benefit.

COMMUNITY AND LOCAL INVESTMENT INITIATIVES

Alongside the Plymouth Peninsula development itself, Cove Bay Developments is exploring a number of local investment initiatives intended to provide wider community and economic benefit to Plymouth and its surrounding area.

These initiatives include:

Improved Access and Enhancement to Plymouth Peninsula Beach / Lovers Retreat

The project team will be investing in the remodelling and improvement of access to Plymouth Peninsula beach, also known locally as Lovers Retreat. The aim is to improve the experience, accessibility and long-term value of this coastal area for both the local community and future visitors.

Local Jobs and Economic Participation

The development is expected to generate employment and commercial opportunities over both the short and long term, including:

  • construction-related jobs and site support roles during development;

  • opportunities for local contractors, tradespeople and suppliers;

  • hospitality, operations, maintenance and service roles after completion;

  • local supply chain relationships linked to food and beverage, transport, tourism and guest services.

Restoration of the Plymouth Fishing Jetty

Cove Bay Developments is seeking to support the restoration of the derelict fishing jetty in Plymouth as part of its wider commitment community infrastructure in the area. This is intended to support local marine activity and help strengthen local fishing and seafood supply chains.

Longer-Term RESIDUAL Regeneration Potential

Cove Bay Developments believes the project can help contribute to wider regeneration in Plymouth by bringing new activity, investment confidence and destination value to an area with strong natural and historic assets. Public-facing marketing already position Plymouth Peninsula as a distinctive new destination in Tobago, and this consultation seeks to ensure that wider local benefit forms part of that story.

Shelbourne Street, as Plymouth’s main commercial corridor, provides a direct connection between the Plymouth Peninsula site (via Rabbit Land and Jaeger Hall Crown Trace) and the Plymouth jetty and waterfront. This route presents a clear opportunity to strengthen links between the development, existing businesses and community activity.

Over time, there is potential to support targeted enhancements along this corridor to encourage greater social and economic exchange — including improved connectivity, small business activation and stronger integration between the waterfront, village centre and peninsula.

CONSTRUCTION AND OPERATIONAL CONSIDERATIONS

As with any development of this nature, there are potential short-term and long-term effects that will be properly considered and managed.

Activities during site preparation and construction will include:

  • construction traffic and movement of heavy equipment;

  • noise associated with site activity;

  • dust and general site disturbance;

  • temporary disruption to neighbouring sensitive receptors;

  • drainage, stormwater and erosion control during construction phases.

Activities during development operation will include:

  • wastewater treatment and environmental management systems;

  • long-term stormwater management;

  • maintenance of landscape and public-facing areas;

  • traffic and servicing;

  • ongoing management of guest, resident and hospitality activity.

The purpose of this consultation is to help identify local concerns early and ensure they can be recorded and considered as part of the project’s ongoing environmental and planning response.


MITIGATION MEASURES

Cove Bay Developments is committed to implementing appropriate mitigation measures through the development, construction and operational process. These will be further developed and refined through technical design, consultant input and regulatory engagement, but will include measures such as:

  • controlled construction management and phased works;

  • noise pollution controls (i.e working hours for construction between 7:00am - 7:00pm / 8:00am - 5:00pm)

  • dust suppression and housekeeping during site preparation and construction;

  • management of construction traffic and delivery scheduling;

  • erosion and sediment control measures;

  • stormwater drainage and runoff management;

  • wastewater treatment systems appropriate to the development;

  • landscaping and environmental management measures;

  • ongoing site and operational management protocols.

These matters form part of the broader technical and environmental response being developed for the project. The consultation process is intended to complement that work by ensuring stakeholder views are also captured. In conjunction with the Environmental Management Authority (EMA), we will initiate and encourage the ongoing sharing of information on the Plymouth Peninsula development with neighbouring receptors and other stakeholders, including the project purpose, location, activities, logistics, impacts and mitigation measures. This includes recording and addressing issues raised during the consultation process.


WHY YOUR FEEDBACK MATTERS

The Plymouth Peninsula development is intended to be a long-term investment in the future of this part of Tobago. Public feedback is important in helping the project team understand local priorities, concerns and opportunities.

This consultation is therefore designed to:

  • provide clear project information;

  • create a transparent opportunity for public comment;

  • identify community concerns and aspirations;

  • help shape associated local investment initiatives;

  • document stakeholder views as part of the wider environmental management process.

  • proposed community investment initiatives such as the local infrastructure repairs/upgrades and beach access improvements.

2. Join the Consultation Session

A live virtual consultation meeting will also be held to present the project and allow members of the public to raise questions directly with Cove Bay Developments / Plymouth Peninsula development representatives.

The public consultation period will run from Tuesday 24th March to Friday 24th April.
